An Australian academic has told a United Nations review of drug policy that the predominant majority of troubles connected with cannabis use are the consequence of sate prohibition rather than the drug possession itself.
Do you know that professor Robin Room, a sociologist at the University of Melbourne's School of Population Health has devoted almost the whole past week providing comprehensive information in Vienna that international conventions on cannabis are indifferent and do almost nothing to decrease the number of users in general?
According to Prof Room at a time when penalties were predominantly low for cannabis use and possession worldwide, minorities and young people were more intended than other groups to become caught up in the legal system. People suffered a lot from arrests, because they will have to overcome with personal and family humiliation, the same as convictions, which often excluded people from certain jobs and activities.
Prof Room pointed- "A lot of young people's lives get messed up because of arrests over something that is almost impossible to overdose with and where its possible harm is of medium seriousness". In fact the system failed to work properly in modern world. It is completely evident that minorities are more likely to come into custody in comparison with the examples of use.
The examples of use aren't so different between kids from poor minorities and middle class kids.
Even though thoroughgoing government resources are spent on enforcing prohibition the question is extremely essential. The decisions are part of a report, commissioned by the UK-based Beckley Foundation, a charitable trust which advocates an evidence-based approach to minimising the harms associated with drug use.
Altogether with five authors on the report Prof Room brought together a range of experts to present a general idea of scientific evidence on cannabis and policies controlling it.
Their main idea was to influence or somehow to persuade the policy makers to change and to take the recommendations for international law reform on the fringes of the UN's review in Austria of its strategy on narcotics since 1988.
"We're laying out the options for the political process to consider," Prof Room said.
The situation is in the following that a built up system with what current knowledge there is about different substances will likely lead you to have alcohol and tobacco included in the prohibition regime in terms of harm. A far as Prof Room is concerned the range and methods of cannabis control were significantly incommensurable to the harm associated with its use. In comparison with the both legal and illegal substances it's relatively low down the order of how much harm there is from the substance. It is undoubted that everyone acknowledges health problems from cannabis and of its own accord it is unacceptable to drive a car when you're high on cannabis, the same as increasing people's dependence from cannabis. Prof Room is sure that
changing cannabis laws universally will case insurmountable problems.
As dipicted when several UK cabinet ministers in 2007 admitted to smoking it in their youth, the governments often saw using the drug as a passing phase.
"The reaction around cannabis depends on the country and the circumstances," Prof Room said.
"There's often a 'ho-ho' response, 'we were all young once'."
Politicians were always interested in state regulation and decriminalization, but trying to escape the wrong message. As it appeared their efforts were completely needless, there's almost no relationship between what the policy is and how many people are using it.
One thing is significant and the fact that countries wanting to change cannabis laws to the point of regulating the industry would have to break UN conventions which presuppose prohibition on production and supply. |
